In 1949 the state of North Carolina began the Western North Carolina Community Development Program with the goal of identifying needs and recognizing the strengths of communities across the region. Seven decades ago, residents of Otto met regularly to record how many households bought new electric ranges, how many tons of lime were spread on the hayfields and how many cattle the local farmers owned. The records were updated to document improvements. Flooding of the Little T River was a common concern. Holidays were celebrated with decorations and community gatherings. Today, Otto Community Development shares the same desire of improving the community.

In 2025 your financial support and volunteer hours allowed us to construct a pavilion, become a Red Cross shelter, maintain the building and grounds, participate in Trunk or Treat and Blood Drives. Multiple exercise and art classes, Christmas parties, monthly potluck meals with presentations and many other activities are possible with your continued support. Otto Community Development Organization strives to provide a safe, easily accessible building centrally located for all residents to use and enjoy.

The passing of decades has brought new roads and bridges. People from across the country and world have joined our community. Technology and day-to-day life have changed dramatically. But the river still flows, hayfields still grow, pastures with cattle still share our landscape.

The real value of the community will always be the people. The individual talents, interests, experiences we all possess. The shared joys and achievements along with the challenges and sorrows are the things that make a community strong and resilient. The goal of the Otto Community Development Organization is to build on this strength.
